Second draft

The rapid advancement of the Internet has made it possible to being able to send and receive information instantly and have grown to now develop the style of life in modern society. The amount of internet users nowadays has increased to more than ten times the amount of Internet users ten years ago. However, as the Internet continues to develop and evolve exponentially, a slew of cyber ethical dilemmas develop. A major cyber ethical dilemma is on privacy. With the advancement of the Internet came a comfortable way to reach an abundance of information. If you want to know someone, you can search that person on Google where it may show information such as his former relationships and funny photos which he wants to hide. On Facebook and Twitter, finding a person's past is as easy as looking at a menu. With a click of a mouse, you can access that person’s photos or comments. With the introduction of the ‘tag’ function on Facebook, if your friend posts your funny photos and tag you, your friend and his friend can view it, and if they click the 'like', the amount of strangers that have viewed that photo have grown exponentially. However, although it is easy to post, it is hard to delete as nothing on the Internet really disappears. So I argue that the right to be forgotten is more necessary than the right to be informed. You may be violated your privacy.

In 2010, a Spanish lodged with Spanish Data Protection Agency a complaint against the Spanish newspaper and Google Spain and Google Inc. He contended that, when an internet user entered his name in the search engine of the Google group, the list of results would display links to two pages of his newspaper of January and March 1998. Those pages in particular contained an announcement for a real-estate auction organised following attachment proceedings for the recovery of social security debts owed by him. With his complaint, The European Court of Justice accepted the right to be forgotten. But the there is controversy that is the right to be forgotten is the real right even though it is not illegal. And there aren't any clear definition of it and the range of guarantee of it. And there are people who support the right to be informed. We, however, are living in the information age. It is not an exaggeration that information flows so much that we can find individuals' private information. So today society emphasizes on the personal privacy. And also due to the internet's traits, Companies like Google, Facebook or Twitter have to delete information for the personal right. So I argue that the right to be forgotten is more important that the right to be informed for several reasons.

First, We can respect the personal information and privacy. As we know about the European Court of Justice's judgment, it emphasizes on the personal privacy. Since 2004, complaints in the personal information increased about ten-fold. Especially 'using others' information' or ' violating others' private' occupied the largest proportion. We can infer that by developing internet information the more personal information can be stolen. If we wanted to know about one, just searching on the google shows about his information like photos with Ex-girlfriend or what he commented on the internet. Moreover, by increasing the number of facebook users, the personal information is getting more serious problem. In the facebook, there is a tag. If my friend tagged to me on facebook, others even who don't know me can view of it. And teenagers often updated friend's funny photos and tagged him. So it allows to others to see the funny photos even thought they don't know each other. It would remain if he didn't delete his account. Since the provision of internet, the violating privacy is an issue, but we didn't solve it and make it more serious problem in the digital age.

Second, It is essential because of the internet. Even if only a few decades ago, the major media was television, radio, or newspapers. So we don't have to worry about the personal information because the information of individual would be vanish. But by developing computers, the major media industry was changed. It is an internet. Unlike other media, internet can save any information. It will not remain if people don't touch it. So we can find an article that was published ten years ago. We can benefit because we can find the past article easily, but there are a lot of negative side of it. Internet has two characteristics: imperishability and anonymous. Due to these traits the violating privacy became a serious problem. One can find others information on the internet easily using the anonymous ID. It makes the personal information spread. Some artists undergo damage of privacy and their family also undergoes. Also normal people can be damaged because, the information are spread. So the chance of abusing by hackers is getting higher. In digital world, the personal information is especially important so if we have the right to be forgotten the risk of damaging and hacking will be decreased.

Third, Actually it benefits multitude. After the judgement of European Court of Justice, many people claimed to Google to delete the information. In British, according to BBC, the number of requiring to delete personal information is 145000. And the average is 1000 per day. We can infer that many people hope to hide their past and keep their privacy although the regulation is not complete. So if we accept the right to be forgotten, more and more people would be a benefit by keeping their privacy and preventing the personal information.

Some people say that it is the violating the freedom of media. But the law explains that if the media violate the privacy or do defamation, a person can claim to delete the article. And some people say that any culprits can be innocent by deleting their criminal records. But the culprits who reflect seriously can receive forgive. And people who commit misdemeanor will suffer forever. According to study people who commit misdemeanor tend to behave that incidentally. So if they reflect seriously they can be excused. So to respect them, the right to be forgotten should be accepted. And it is the best thing to prevent violating personal information in the information age.

We are living in the digital world, the information age. So we meet the enormous information every day. But it has a negative side. That is the violating privacy and Using personal information. Due to the traits of internet that is imperishability and anonymous the cyber ethical arose serious problem. And anyone has a memory hoping it disappear from the digital world. But by the developing SNS like facebook or Twitter, people hard to keep their privacy. The right to be informed is executing itself. But the right to be forgotten is not executing itself. And it is a basic way to keep the privacy and fame. In conclusion, I argue that right to be forgotten should be accepted for people's basic right.
